A friend in the know explained it to me like this...
Any junior miner that just sits up and begs to be taken out without having its own plan to move forward is just setting itself up to be lowballed. It's normal industry practice to assume you are the builders until the bid comes.
Even the drop dead obvious takeover plays like NOC, ARU, IPR, and others will hire a Mr. Bee.
