I do believe that ICL played a large part in the SP decline in Nov-Dec 2013. It's just too convenient that the SP declined to such an extent at the EXACT same time that ICL was "pricing" the shares for their investment.

And yes, it's pretty easy to drive the price down (or up for that matter) of a penny stock when you have a sufficient bankroll.
