Dijbouti is building a potash terminal at their port specifically for Allana's project... the company has a certain (non-legal as far as I know but there may be a legal aspect) obligation to utilize it.

I can't see more than half of production being sold internally in Africa. There is also the minimum 50% export threshold for the income tax holiday... of course exporting to other countries in Africa should still be an export under those rules.
