MONTREAL - Premier Jean Charest will finally unveil his government's detailed plan for the development of Northern Quebec on Monday in Quebec City.
The long-awaited announcement will take place at 2 p.m., and Charest is expected to promise billions of dollars for the development of infrastructure and mining projects in the northern regions of the province.
The "Plan Nord" will cover a territory that is twice the size of France. Stretching north from the 49th parallel, it is rich in gold, copper, iron, nickel and diamond deposits, but has remained largely undeveloped due to its size, lack of infrastructure and inhospitable climate.
