Current Status
As of September 2, 2008, MSHA is processing 38 approval applications for communications and tracking technology. Since the beginning of 2006, we have issued 57 new or revised approvals for communications and tracking products. Significant approvals issued in August 2008 include a Motorola Portable Radio, an NLTech Wireless Access Point Over Fiber, a Matrix Design Group RFID Tracking System, and an Innovative Wireless Technologies Fixed Mesh Node.
We have observed 50 tests or demonstrations of 29 different communications and/or tracking systems at various mine sites. We have met with representatives from 62 communications and tracking system companies. To date, we have had discussions with various vendors regarding 171 different proposals for development of mine communications and tracking systems.
We are currently working with the National Institute of Occupational Safety and Health (NIOSH) to develop industry guidance for MINER Act compliant communications and tracking systems. This guidance will be published by the end of 2008. We are also working with NIOSH to administer a contract for development of a template and accompanying guidance document which will provide assistance to mine operators in specifying a suitable communications and tracking system in their MINER Act required Emergency Response Plan.
