It would be interesting to see what is counted as social spending.

Does it include all levels of governement or just federal?

Does it include charitable gifts to other countries?

Some might argue that certain corporate bailouts should be clasified as socail spending.

If a government hires people that they don't need to provide employment is that social spending?

I would argue that any spending by government that does not provide a direct service to taxpayers should be social spending. In which case the numbers for all countries would be much higher.
