If ignorance is no excuse for a common citizen breaking a law, how could a government official actually look anyone in the eye and say ignorance is an excuse for a government to not wish to honour a financial agreement which, under law is a contract?

There are at least two types of government officials which devastate the welfare of its citizens, the incompetent and the corrupt ... chances are the incompetent are corrupt, but I don't mind giving the plain stupid people the benefit of the doubt.
