ok so what you are saying is that government needs wars, crises, disease, uneducated people, social issues in order to ensure the masses are prepared to accept having a goverment after being formed and in its early stages enacts to ensure social justice and eliminate the oppression and injsutice brought about by the previous social "order".

after which the government forms a life of its own and feeds itself through its own growth ... its not really overcomplicating it is self perpetuating the interests of those not there essentially to serve the cause of the people but to feed from the trough provided by the people becuase of the apathy generated by new comforts afforded by the new social "order".

when that social "order" in turn becomes excessively oppressive or resulst in increased injustice rather than reduced injustive resistance and eventually revolution be it passive or active occurs to set into place the next social "order".

The cycle repeats itself as the difficult transition enables the newest and fittest survivors to establish a new "just" society which sets into motion the next series of an everending series of governments (along with their growing bureaucracies) existing to perpetuate the interets of its perpetrators.
