I'm afraid you miss the entire point of the article. It has nothing to do with legalizing marijuana. It is a satire on how government over complicates everything it touches and in so doing, undermines the very thing it was setting out to achieve. There is incredilbe expense in complexity and more than a minor amount of inefficiency. That is what the article is about. Legalizing marijuana was merely a colourful way of satirizing government.
But, for the record; Canada is already legalizing some medicinial MJ and as the article points out, the government has already started implementing standards, processes, licenses and tax regimes.
