Personally I am not a provincialist I am a constitutionalist. If you are going to go through all the trouble of writing down the division of powers and responsibilities and call it the law of the land then you probably should abide by the rules.

It was the Federal government trying to usurp powers from the provinces that is responsible for most of our recent problems and a cause of a lot of the resentment. For instance the hard feelings from Albertans are mostly the reverberations of the NEP http://en.wikipedia.org/wiki/National_Energy_Program which nearly bankrupted Alberta.

Restore the constitutional balance between the federal, provincial, and territorial government; encourage strong provinces within Canada, allowing provinces and territories to play an international role.

Ensure that the use of the federal spending power in provincial jurisdictions is limited, authorizing the provinces to use the opting out formula with full compensation if they want to remove themselves from a new or modified federal program, in areas of shared or exclusive jurisdiction.

Consider reforming Canadian federalism, taking into account: (a) the need to consolidate Quebec’s position within the Canadian federation due to the province not signing the Constitution Act, 1982, (b) the need to alleviate the alienation felt by the citizens of the West, and (c) the importance of building a long term partnership with aboriginal peoples.

Fix the problem of fiscal imbalance by; increasing the amounts allocated to provincial transfers, reducing taxes, or transferring tax points to the provinces.

Quebec and Ontario will receive the most from equalization payments in the 2012-2013 year.[3]

However, per capita, PEI benefits the most. In the 2012-2013 year, the following provinces will receive equalization payments:[3]

Quebec ($7.391 billion)

Ontario ($3.261 billion)

Manitoba ($1.671 billion)

New Brunswick ($1.495 billion)

Nova Scotia ($1.268 billion)

Prince Edward Island ($337 million)

The following provinces will not qualify for equalization payments in 2012-2013:

Alberta

Saskatchewan

Newfoundland and Labrador

British Columbia

As far as equalization payment are concerned Newfoundland is now considered a have province mostly because of their oil.
