Although government in a "just" society should encourage the "haves" helping the "have nots", the crisis will never end as long as their is a belief that the state can do thing better than those who actially care.
Given a choice between Mother Teresa being supplied funds to adminster help or a bureacrat, my money is on more bang for the buck coming through supporting Mother Teresa than a state filled with excess and corrupt bureaucracy ... gee does that sound like any place we know ... hmmm maybe it is Greece?
