The solution to this problem is the same as it was in Ecuador. Develop a well-regulated state of the art mining industry, and bring the artisan miners in as either workers or partners. In short, make it worth their while to stop the bad practices and develop a genuine mining culture that respects the environment. Well, we all know how that went in Ecuador. Now let's see if Colombia can do any better.
