It's not unusual for one level of government to work at cross-purposes to another. What's important here is not so much how this is resolved as the message it sends to foreign investors.
But hey, it's their province. If they want to take a run at eco-tourism, more power to them. I just don't know where all those tourists will come from, what with a global recession that looks like it's settling in for the long haul.
