There are two factors contributing to those vacant store fronts

1. high municipal taxes are driving the independent retailers out of the city

2. lack of customer access due to construction disruptios around olympic preparations and removal of much on-street parking along main arteries

Small business is unappreciated in the city of vancouver and that is why the employment base is shrinking.
